By Zena Henry Finance Minister Ashni Singh yesterday boasted about the great successes of the Basic Needs Trust Fund (BNTF) and urged that more needs to be done to highlight the organization’s work. The launch was graced by the presence of the Caribbean Development Bank (CDB) President, Dr. William Warren Smith. The bank will be making available funds which will contribute to a total of US$7.1M for the seventh cycle.The BNTF programme is tasked with providing resources to poor communities in order to improve access to basic public services and enhance employability which could reduce beneficiaries’ economic and social vulnerability to risks that impact on income and wellbeing.Two beneficiaries, Albert James from Leguan and Soonita Ranjit, principal of the Bath Nursery School on the West Coast of Berbice, related their success stories. Giving thanks to the Finance Ministry which chairs the BNTF operations and to the CDB which started the BNTF in 1979, James testified that he is now computer literate because of the organization’s intervention.He stated that the information technology programme was brought to his region and he used the opportunity to educate himself. Now he is able to offer voluntary IT tutoring services to persons wishing to use the computer, and also able to earn money by document preparation via computer.Ranjit submitted that her nursery school was built through the BNTF. She explained that while the nursery school was housed at the primary school, it was congested and students were not as comfortable and able to learn as they ought to. Thanks to the needs programme, she said that the nursery was built and an increase in performances and response to schooling was noticed from the youngsters.Minister Singh aired that the testimonies were only two of the many magnificent signs that progress is being made by the CDB-funded programme, while alluding to several others. He charged that since the funding of the bank in 1970 to 2012, Guyana received some $165M in Special Development Fund (SDF) loans at 2 percent, repayable over 30 years, with 10 years for the repayment of principals.? That is 15 percent of CDB’s SDF loans to SDF countries. The country has also received a total of $35M of grant funds or 11 percent of all SDF grant resources approved to CDB borrowing member countries, which was allocated to the BNTF.Added to the US$6.IM, Guyana is contributing some $1M in counterpart resources; bringing the seventh cycle funding to US$7.1M. The country is also receiving 12 percent of the CDB’s BNTF seventh allocation of US$51.7M.Smith described the Guyana- CDB relationship as being very successful, but not as satisfying as the BNTF partnership. “We like to say that this is our flagship programme that directs poverty reduction because it positively impacts people’s lives.”Smith further noted that the moneys to Guyana demonstrate the high priority placed on helping the country make great strides in social development, “even as your economic performance leads the rest of the Caribbe
